What is different here.
Menlo Park runs its water-efficient landscaping ordinance out of the Engineering Division of Public Works rather than through planning, which catches people out: the landscape submittal and the design review it accompanies are handled by different desks. Worth knowing which counter a question belongs at before a plan is in review, because it changes who can answer it and how long the answer takes. Its line for a rebuilt garden is also lower than the state's: 1,000 square feet rather than 2,500, for a project that needs city review, so a rebuild that would be exempt next door can fall under the ordinance here.

Menlo Park is one of the towns we work in most, so no travel charge applies. We also work well beyond these towns, with a $100 travel charge once, on the first visit, outside the towns listed.
Let's talk about your garden.
For a new design or garden project, the consultation is $175 and covers the first hour on the property. If the visit runs past the hour, we agree the extra time with you first. For ongoing care, the maintenance walk is $75 so we can see the garden and price the work.
Visits are prepaid. Neither fee is credited toward later work.
